Won't boot into bios at first

When my desktop was switched on, it always entered bios. Sometimes the time was wrong. I believed it was cmos battery issue.

Problem:
After I replaced the battery, the desktop won't enter bios when it was switched on. The light indicators on motherboard, fans, and gpu were on. But, monitor was showing nothing and keyboard light was not on.

Actions taken:
1) Removed the ram stick and switched on computer. Still the same. No beep sound. No bios.
2) Removed and reassembled heatsink, cpu, gpu, reconnected ssd cables, power cables, switched ram stick to other slot and back. Still wont boot into bios.
3) Inserted a spare ram stick, removed the old stick, still same for few seconds, but it auto shut down and restarted by itself. Then bios started appearing on the monitor

Question:
Is my motherboard dying or is it the ram stick? Or cpu? Or is it other issue?

Thank you in advance for any opinions and advices.

Monitor Screen Tear

I used to use a samsung brand monitor 21.5" (10-years-old model). When this old monitor has some kind of permanent white-ish "blur" on some parts of the screen, I bought viewsonic 22" VA2223-H. I am fine with just 60Hz refresh rate model.

I never have screen tear when I play games with the old model. All games' setting is limited to 60Hz. But, once I change to viewsonic monitor (all other hardware and software remains unchanged), there are frequent screen tear on all cutscenes or movies. I notice no tear during gameplay though.

Question: Does that mean the new monitor is not faulty? It's just some kind of software issue? If it's true, how come old monitor has no issue?

Thank you in advance for helping

Monitor Screen "Off and On" when window boots up

Everytime I boot up my computer, there are some sorts of delay between each windows bootup phases.

e.g,
(1) Switch on computer
(2) The monitor screen shows "cmd"-like display (black background with white words)
(3) After step 2, the monitor turns dark, as if it switches off. Note: Monitor power light is still on.
(4) After monitor turned dark for like 1~2 sec, it then displayed the motherboard info.
(5) After motherboard info is displayed, monitor screen went dark again.
(6) Then, windows 7 logo.
(7) Then, screen went dark again. (I don't remember this step)
(8) Then, the display for password input.

This weird monitor-off-on phenomenon starts to happen after I reinstalled windows 7 (my first time installing it) with new GPU installation. Before this, windows boot up was smooth and very fast (monitor doesnt turn off and on like now)

I suspect it's windows 7 problem?

Not sure if this is relevant, but I had cases where game and system froze and required hard reset. It only starts to happen since yesterday. Never had this problem before yesterday (was fine for like 3 months except the weird delays during windows bootup).
Today after a hard reset due to pc froze, i am shown "bad bios checksum starting bios recovery" error. The error went away after I restarted my pc. Not sure what to do, I re-seated cmos battery to reset bios. It is fine for now.

PC Specs:
OS Windows 7 Ultimate 64bit Service Pack 1 Build 7601
CPU Intel® Core™ i5 CPU 760 @2.8GHz
Motherboard P7H55-M LE (BIOS American Megatrends Inc. 0701, 4/28//2010)
GPU NVIDIA GeForce GTX1050 2GB DDR5
RAM KVR16N11S8/4 4GB PC3-12800 CL11 240-Pin DMM
SSD Kingston SV300S37A120G
HDD Toshiba DT01ACA100 ATA Device
PSU GX Bronze 750W
Monitor Samsung LED SyncMaster EX2220

Any opinions/advice for this case(s)?

The
SPD is programmed to JEDEC standard latency DDR3-1333
timing of 9-9-9 at 1.5V. This 240-pin DIMM uses gold contact
fingers.
