cant turn on cpu when plugged psu to VGA

hi, need all sifu's help
specs :
i5 2500
hyperx 8gb
vga leadtex winfast GTX 560 T1
psu coolen master extreme 550w

just build a new pc not long ago using for watching bluray, browsing n mp3 only goes very well
but today after download TERA then instal
when login n creating character my pc suddenly turns off ( displayed Power Saving Mode ) on my monitor
at 1st i tot tat was monitor failure so i tried to turn on my pc again but cant

then i tried to unplug n plug PSU cable ( 4 pin n 24pin ) but also cant
after tat i try unplug PSU - VGA cable ( then its can on )

my question is

1. is my vga problem ? or psu problem ?
bcoz when i tried to plug PSU - VGA ( i cant turn on the pc )
NB: using on board vga right now.

some of my friends told me tat was psu not enough supply n some told me my vga out liao.

2. CPU Fan : 1024 RPM
CPU Temp: 64 C
is my cpu temperature n fan speed normal ? seems like over heat coz i heard ambulance sounds once when starting my pc.

i bought LG IPS236 last sunday but when i turn off my room light,
i just realize my screen bleeding in the bottom left n right

is that normal ? should i go claim so i can get a new 1 as replacement,
since it less than 1 week.
