Iphone became emergency calls only mode

My friend had given me an Iphone 3 and after i've reset the setting, it went to "emergency calls only" mode.

Anyone knows how to unlock it? Pls PM me if you do.. Thanks

I hope this is the right place to ask this.

My sister is a student studying in UM. And she was staying in a house with a bunch of her friends. She usually kept all her money in her luggage bag and lock it with a lock. (I have no idea why on earth did she refuse to open a bank account and keep the money in her savings).

This morning she realised that her envelope containing about RM3k is gone from her locked luggage. Her lock is still attached to it.

Can anyone give us an advise on what are we supposed to do at this situation? Should we lodge a report?
