the quest for an affordable 1080p 144Hz 1ms G-sync

hello guys
need help with you to list affordable monitors with the description in title that is already available locally without having to break the bank
by affordable i mean anything that is 1080p, 144Hz, 1ms, g-sync that is between 1k - 2k(?) or anything that you think is cheap enough for a monitor with those kind of specs
i tried asking around in garage sales and found this for 1.2k

but it seems it is different than what we have here

oh and please don't say you don't need g-sync with 144Hz, screen tearing won't happen on 144Hz, bla bla bla... screen tearing still happens on 144Hz monitors, although very rarely. i have personally seen my friend's 144Hz tearing although very, very tiny that you won't really notice it

so my friend wanted to buy a new CPU along with a mobo, mainly used for gaming along with some video editing. originally he wanted the core i7 4790 as he wanted something powerful but doesn't need to OC or anything hardcore
so i said core i7 4790 is too overkill and expensive so i recommend him the xeon instead after doing some research and seeing as how some bros here recommend it with their life
from my researches, people have been saying a lot that the xeon is essentially a core i7 4770 without the on board GPU and a lot cheaper so how true is that? what motherboard is recommended? should he opt for H97 or a cheaper B85 or H81? will the xeon conflict with other hardwares or softwares seeing as how it is a xeon?

going to build me a cheap PC soon, so this is the build that i'm thinking

-Intel Core i5 4590
-ASRock H81M VG4 -159
-Kingston HyperX Fury 8GB DDR3 1600MHz - 249
-1TB WD Blue
-Nvidia GeForce GTX 970 - ?
-FSP Hexa+ 550W - 169

1) no OC, no watercool, no SLI
2) this build is probably finalised, but please comment on those parts that i put price
3) i read somewhere that majority of GTX 970 got coil whine problem, that finding one that isn't affected is just a luck . so whats the cheapest and overall reliable GTX 970 brand? should i go reference design?
4) budget? no budget, just want to see if someone can recommend cheaper parts on those that i put price

i'm building a new PC, so far the specs are:

-intel core i5 4570
-corsair 1600 8GB ram
-WD 1TB
-leadtek GTX 650 Ti Boost
-FSP Hexa 500W

-so need help with a good value mobo, won't overclock CPU/GPU and CF/SLI
-any other good alternative to the GTX 650 Ti boost? (HD 7790/HD 7850/ R7 260X)
-also is there any big difference between 1333 and 1600 ram?

no budget, just looking for best value mobo and GPU alternative to replace my 4 years old laptop
mainly for lol and dota 2 @ 1080p 60fps

anyone have this problem with nokia lumia 920?

been having this phone for a few weeks and aside from the sudden self reboot issues that will be fixed in the upcoming update, i have this problem

- sometimes the reception bar becomes 4/5 full, then i can't make/receive calls and sms, can't even check credit balance
- restarting the phone solves the problem
- however this problem comes every once per day or two, so very problematic as i have to continuously restart the phone

so, anyone have the same problem? will this be fixed in the upcoming update?

I'm in needing of help building a new gaming rig.
Main use will be purely for gaming, at most will be FRAPS recording for benchmarks on Youtube
