Is Property Valuation Needed?

Hi all,

I'm a first time property buyer. The property (double story landed) is sold at 710k, and I got a 500k bank loan approved.
Now the bank instructed a property professional firm to valuate the property.

But if my loan is only 70% of the property sale value (500k of 710k), is this valuation needed?
Don't want to spend unnecessary money.

Please advice on this scenario. Thank you!

Sign Agreement of Purchase form w/o Owner Around

I want to buy a property, but agent says the rightful owner is outstation, wont be around to sign the agreement form.
The agent explains that the agreement of purchase form can be signed by me (buyer) first, and then the agent will scan/email the copy to the owner at outstation to be signed by him. Then he email me the signed copy back.

But, if Im not mistaken, the form must be signed together by all parties (with the pen ink on the form) to show that it is valid.
If the agent scan/email the form, wont that be void?

Moreover, I have not communicated with the owner before. Only with the agent.
I need to pay the 2% first and sign the form WITHOUT the owner & his witness signing it together with me.

Can anyone advice? Just taking precautions, hope someone can clarify.

Honestly, never heard of the company.

Did findings - they started up in May 2009 and is Malaysia’s First Financial Guarantee Insurer. Also, wholly-owned by the Malaysian Government.
