and also, is GPU still overpriced due to the mining craze?
should I look for a used rig or build a new one?

I am planning to build my own rig for work(programming, picture editing, and maybe a bit video editing) and light gaming (just need consistent 60fps at 1080p).
I already has monitor, keyboard, mouse and speaker. so only looking for the PC components.
