computer turns on for a second then turns off

I have newly built a computer and when i turn it on, all the fans and lights run for a split second then turns off.
If i press the power button again, the same thing happens.

What may the reason be for this?

Problem details
First occurence of problem: Last 2 months
Problem frequency: Everyday
Problem description: Everytime i connect to the internet for more than half an hour, pages cant load anymore, even if i reconect or turn my modem off for awhile. When i try to open Firefox or IE it just says page cant be displayed. Sometimes i can get the page to load by refreshing many times but usualy i need to restart my comp and even so the problem would sometimes still be there.
