WTA - Light tube with no starter?

Hi, wanted to put in a new fluorescent tube to this old ceiling mount, but I noticed it had no starter - does this it mean it uses an LED tube instead? Or is there some different kind of fluorescent tube I'm supposed to use?
Thanks

WTA - Components ID at TNB Meter and DB.
Dear all,

I'm looking to DIY replace a faulty RCCD in my DB unit. Circled in red is something that was replaced recently, a metal connector thingie that previously was old and no longer conducted electricity properly, causing it to spark and give out fire/buzzing intermediately over the last few months, sometimes tripping one of the MCB (marked with a blue marker pen slash in the picture on the panel box) until it finally gave out (mati karan) and I had to call some random electrician who ID'ed the problem and replaced that black box. I had no idea it was the metal connector inside the black box, bcoz superficially all the wires and everything looked ok from outside.

The electrician tried to overcharge me, and his repair was kinda messy (see the black tape used to wrap around an exposed wire below the black box circled in red? the exposed wood work was also his work) and so I'm wary of using such services until I can find a trusted one.

I just need some confirmation on the incoming and negative wires. Circed in red is negative and the label in green 'B' is positive (live) that goes from TNB meter to DB upwards, meaning the pair of wires going inside the ceiling is connected to DB, while the wires below the black & white boxes is connected to TNB Meter.

Is this correct?

Also, what is the proper technical term for those boxes, the small black box and the bigger one next to it (now painted white from renovation last time)?

How do I disconnect the main power at TNB meter completely so that, for example, I can change the whole panel safetly, say convert it to metal etc.
I understand that if just changing the RCCD, I can switch off the two-pole MCB next to it for this task, being careful not to touch any exposed wire bits on that MCB. But I would like some knowledge for reference bcoz i might want to change that two-pole MCB as well, since it's old, and perhaps the whole panel to metal in future.

All the MCBs are Hager except for the two-pole and RCCD (which are Sunkyo) and would these come in universal fitting if I would like to change them all to Hager, following the same watt specifications listed on the old Sunkyos? How much would a Hager or similiar two-pole MCB cost?

This is my own risk I'm taking and if I get fried it's on me, so please leave out any advice about getting someone else to do it, and just help me on this if you're willing.

Yes, I know how to use a test pen and do this work on a wooden chair.

Any other tips would be appreciated.
Thanks.

WTA - RCCB Button

Noob here. Recently I had a problem with the copper connecter in the black box for negative next to TNB meter, which had grown bad and could no longer conduct current, causing fire and sparks over the last few month intermediately until finally there was no more power. An electrican came and replaced that copper thingie in the black box and now everything works. He mentioned something about the RCCB (among many things he was chit chatting about while fixing) which I didn't quite understand.

So today, I look at it and notice a button on the RCCB that says 'push monthly'. I'm assuming that when I do, the power is suppose to trip? But when I press it all the way down - nothing happens. Is there something wrong? If so, should i change the DB and any recommendation on type/grade?

Thanks.

Any way to do this?

Thanks.
