adsense cannot link with blogger

Hi all, I need help on it.
I own a blogger at least 2 years, but just inactive.
Now i trying to link it to my adsense, no matter new adsense or existing adsense, both also got error.

For existing hosted adsense(under my name), show the error "Your AdSense account is enabled only to show ads on YouTube. If you want to show ads on a different site, you’ll need to provide us with the URL of the site you want to monetize. You can do this via a one-time application form. Learn more."
This adsense previously is register via youtube, hosted account.

For new adsense the register by blogger (under my brother name), show the error "You are currently signed into the Google Account xxx@gmail.com, which is either not an active AdSense account, or still pending an approval. This account cannot be used to monetize your content."

I wish to upgrade my hosted account to normal account, but this require to have own domain website.
Currently i got no any website to upgrade my account.
I wish somebody can help me on this.
Maybe can someone borrow me your website to upgrade my account?
I willing to pay some amount for it.
Appreciate with your answer.

i wanna to ask if i want converter the HD movie like 1080p or 720p to D9 DVD can or not ? after convert the size will maintain ? or change to 720x576 ?
if i want maintain the size which type of software should i use?
