            <title>[Help] PC won&amp;#39;t boot, can&amp;#39;t access BIOS</title>

            <description>Hi, this is a problem I have been getting for quite some time and I have no idea which problem could it be. My PC won&amp;#39;t boot, there is light and i hear things running, but it cannot get into BIOS, monitor screen is black and then it will keep on rebooting on its own, still the result is the same. Sometimes, it turns out fine, like a normal PC, but suddenly it restarts on its own when I&amp;#39;m on something. Had tried to pull out HDD cable and dvd rom cable, and still it won&amp;#39;t boot properly, screen is black. Heres my spec:&lt;br /&gt;&lt;br /&gt;intel core 2 quad 6600&lt;br /&gt;gigabyte ga-ep35-ds3r ddr2&lt;br /&gt;kingston ddr2 2g&lt;br /&gt;western digital 320g sata ii 16mb&lt;br /&gt;silverstone strider 500w&lt;br /&gt;&lt;br /&gt;Recently, I also hear some weird sound coming out from my 9600 gt GC once a while, and the fan is spinning fast and slow, is this normal?&lt;br /&gt;By the way, place where I have been staying for nearly 2 years has excessive electricity, sometimes it&amp;#39;s easy to get &amp;#39;shocked&amp;#39; by touching the cooler master casing. Can it be the cause? I have no idea.&lt;br /&gt;&lt;br /&gt;I can&amp;#39;t ignore this problem any longer and help needed. Appreciate.</description>
