Max wall height for backyard & ideas to seal it?

Hi,
I m planning to extend wet kitchen & plan to leave about 3 feet balance for my drying/laundry area. I would like to know is there any maximum height for the outer wall for my backyard? Its currently quite low, like 4 feet high. People will be able to jump in.

Any ideas on how to 'seal' the backyard area? I would like to raise it up with vent brick to like 7 feet (if allowed) and then 'box' it up with grills, but my partner thinks it will look like a prison. And suggested spike fencing instead.

Thanks!

Wooden staircase handrail

I m planning to remove the current staircase railing (mild steel) and totally cement / covered it up and replace with just a wooden plank as a handle (similiar to the pix here) . I tried googling for it and cant find much info about it. I would like to know what it is called & where can I purchase it from? Are they expensive compared to mild steel railing?

*Picture taken from the internet.

Thanks!

My house is currently 2 storey, but has a high ceiling at the upper living room. So I would like to add one more level and create a study room.

Thanks!
