Windows 7 standard account sharing issue

After take out administrator right from user PC, user unable to sharing folder anymore. each time create share folder need to key in administrator password.
Note: All Windows 7 PC join domain.

May I know Windows standard account how to sharing or create folder without key in administrator password ?

i have windows server 2003 enterprise.
how to separate exchange server without domain controller(Active Directory), mean one server is for exchange server and one server is for Domain Controller(Active Directory).

i only can access to penang free wifi when i used windows XP, actually when we want to connect the penang free wifi server, and we can see the penang movie then login to penang free wifi and use it .
but when i changes to mac os, i cannot access to penang free wifi server to login.
