pc unable to boot at all

if the were no changes made/swapped specs-motherboard etc, and the pc unable to boot at all - though when switch on button - there`s beep sound but nothing display at monitor and the keyboard not functioning - what can i do to rectify this problem?

the fan are spinning, as usually.

help needed.
