Unable to turn on laptop (DELL)

My laptop is unable to on, the power adaptor shows the LED light on when power is on, and battery shows full, but laptop does not on, just not give any beep.

Sent it to a repair shop, they said motherboard problem... replaced some parts (he isnt telling infos properly, dont know how much to trust him) but still not ok so we took it back. And now we asked DELL service center, said it needs to replace motherboard, cost abt RM1500!!
is it reasonable? should i just bring it to lowyat for normal shop?
