            <description>&lt;!--QuoteBegin--&gt;&lt;div class='quotetop'&gt;QUOTE&lt;/div&gt;&lt;div class='quotemain'&gt;&lt;!--QuoteEBegin--&gt;PUTRAJAYA, May 13 ― Putrajaya announced today that mobile prepaid users will not be charged the Goods and Services Tax (GST) when purchasing reloads but will have to pay the 6 per cent consumption tax upon using the service.&lt;br /&gt;&lt;br /&gt;Communications and Multimedia Minister Datuk Seri Ahmad Shabery Cheek explained that users who purchase an RM10 mobile prepaid reload will receive an RM10 credit upon activation but will subsequently be taxed on their usage of each call and text message as well as data.&lt;br /&gt;&lt;br /&gt;&amp;quot;Today the Cabinet decided to agree with the ministry&amp;#39;s suggestion so that prepaid mobile reloads sold at RM10 will receive RM10 upon activation,&lt;br /&gt;&lt;br /&gt;&amp;quot;The GST tax for the prepaid value will be charged on the usage or usage-based,&lt;br /&gt;&lt;br /&gt;&amp;quot;The government views this as a fair way as the government does not collect taxes before the service is used,&amp;quot; Ahmad Shabery told a press conference today.&lt;br /&gt;&lt;br /&gt;This new system, however, will not be implemented for another six months, he said.&lt;br /&gt;&lt;br /&gt;The minister also did not explain in greater detail how the GST would be taxed on each call or text message although he insisted that it will be &amp;quot;usage-based.&amp;quot;&lt;br /&gt;&lt;br /&gt;He added that the ministry is also urging telecommunications companies to reduce the cost for calls, text messages and mobile Internet in order to balance out the additional amount users would have to pay come November.&lt;br /&gt;&lt;br /&gt;&amp;quot;That&amp;#39;s why to balance the GST implementation, we&amp;#39;ve asked the telco companies to reduce further the cost because the trend shows it&amp;#39;s getting cheaper,&lt;br /&gt;&lt;br /&gt;&amp;quot;Before when the prepaid system was first implemented, one call was RM2.40 a minute but it has reduced and now it&amp;#39;s only 33 sen a minute, each SMS was 40 sen now it is 1 sen,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;He added that telecommunications companies have a responsibility to reduce their prices and improve their services so that the public receives the same or better services for the amount they pay.&lt;br /&gt;&lt;br /&gt;&amp;quot;This is a win-win. The government still gets to collect GST, which is important to return to the people...&amp;nbsp; the prepaid economy produces RM15 billion a year, it&amp;#39;s a big economy.&lt;br /&gt;&lt;br /&gt;&amp;quot;We don&amp;#39;t only look at the people&amp;#39;s need in terms of affordability but also the quality of service. What&amp;#39;s the point if it&amp;#39;s cheap but there are dropped calls, no 3G connectivity, you cannot use WhatsApp, that&amp;#39;s why it&amp;#39;s the telcos’ responsibility to improve their services,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;The pricing of prepaid reloads was among the most visible signs of confusion following the implementation of the GST, after telecommunication companies raised prices to incorporate the tax, despite public directives from Deputy Finance Minister Datuk Ahmad Maslan not to do so.&lt;br /&gt;&lt;br /&gt;The Customs Department on April 29 told telecommunication companies to revert the prices for prepaid reload coupons to pre-GST levels by May 1, meaning that a RM10 top-up card would be sold at RM10 with airtime credit of RM9.43.&lt;br /&gt;&lt;br /&gt;However, the Malaysian Communications and Multimedia Commission (MCMC) said prepaid reload coupons will still be sold with GST added to the price, meaning Malaysians will buy a top-up coupon valued at an airtime credit of RM10 for RM10.60.&lt;br /&gt;&lt;br /&gt;This finally prompted Prime Minister Datuk Seri Najib Razak to tell Ahmad Shabery to “take charge” of the issue.             <description>KOTA BARU: Kelantan will have a new Mentri Besar for the first time in 22 years as Datuk Ahmad Yakcop is expected to be sworn in before the Kelantan Sultan.&lt;br /&gt;&lt;br /&gt;Long-serving Mentri Besar Datuk Nik Aziz Nik Mat, 82 is retiring after successfully leading Kelantan PAS yesterday to its sixth term as the state government since 1990.&lt;br /&gt;&lt;br /&gt;The ceremony is expected to take place at Istana Kubang Kerian around 4.30pm where the state Ruler will also swear-in a new Deputy Mentri Besar and a new state executive councillors line-up.&lt;br /&gt;&lt;br /&gt;The new Deputy Mentri Besar is expected to be state PAS deputy commissioner II Datuk Nik Mohd Amar Nik Abdullah.&lt;br /&gt;&lt;br /&gt;When contacted, Nik Mohd Amar confirmed that the state will likely have a new mentri besar for the first time in 22-years.&lt;br /&gt;&lt;br /&gt;The decision was reached in a consensus fashion after the state PAS committee met last night to discuss the matter.&lt;br /&gt;&lt;br /&gt;This was after PAS had secured 32 out of the 45 state seats, which were up for grabs in the 13th general election.&lt;br /&gt;&lt;br /&gt;It is learnt that Nik Abdul Aziz is ailing with diseases related to old age and was encouraged to take extra care of his health.&lt;br /&gt;&lt;br /&gt;He will likely remained as the PAS spiritual adviser, though.&lt;br /&gt;&lt;br /&gt;However, the accession of Ahmad to the top post has also created a ripple as it is learnt that PAS vice-president Datuk Husam Musa&amp;#39;s name was missing from the list of those recommended to become state exco members.&lt;br /&gt;&lt;br /&gt;Husam lost in his bid to win the Putrajaya parliamentary seat, but easily won his Salor state seat in the just concluded election.&lt;br /&gt;&lt;br /&gt;Once touted as a future MB, Husam was previously considered a favourite of Nik Aziz.</description>

            <title>Najib may step down end of year</title>

            <description>KUALA LUMPUR – Malaysian Prime Minister Najib Tun Razak could step down by the end of the year, ruling party sources said on Monday, after his coalition extended its 56-year rule but haemorrhaged Chinese and Malay voters in its worst-ever general election performance.&lt;br /&gt;&lt;br /&gt;Najib, 59, was already under pressure from conservatives in his ruling party for not delivering a stronger majority in Sunday’s election despite a robust economy and a &amp;#036;2.6 billion deluge of social handouts to poor families.&lt;br /&gt;&lt;br /&gt;Najib’s Barisan Nasional won 133 seats in the 222-member parliament, well short of the two-thirds majority it lost in 2008. Anwar Ibrahim’s Pakatan Rakyat won 89 seats, up seven from the 2008 election but still well short of unseating one of the world’s longest-serving governments.&lt;br /&gt;&lt;br /&gt;“We could see Najib step down by the end of this year,” said a senior official in the dominant Umno which leads the coalition.&lt;br /&gt;&lt;br /&gt;“He may put up a fight, we don’t know, but he has definitely performed worse. He does not have so much bargaining power,” said the official, who spoke on condition of anonymity.&lt;br /&gt;&lt;br /&gt;Former prime minister Dr Mahathir Mohamad, still a powerful figure in Umno, told Reuters last year that Najib must improve on the 140 seats won in 2008 or his position would be unstable.&lt;br /&gt;&lt;br /&gt;Kuala Lumpur’s stock market surged 7.8 percent on Monday to a record high on investor relief that the untested opposition had failed to take power. The Malaysian ringgit jumped to a 20-month high.&lt;br /&gt;&lt;br /&gt;Ethnic Chinese who make up a quarter of Malaysians continued to desert Barisan Nasional, accelerating a trend seen in 2008. Alarmingly for Najib, support from majority ethnic Malays also weakened, the Umno source said, a sign that middle-class Malays are agitating for change.&lt;br /&gt;&lt;br /&gt;“Malay unity is at stake here. Some of the Malays are rejecting Umno. That is obvious,” the source said.&lt;br /&gt;&lt;br /&gt;Anwar cries foul&lt;br /&gt;&lt;br /&gt;Ethnic Chinese have turned to the opposition, attracted by its pledge to tackle corruption and end race-based policies favoring ethnic Malays in business, education and housing.&lt;br /&gt;&lt;br /&gt;“We will work towards more moderate and accommodative policies for the country,” a grim-faced Najib told a news conference after the majority was confirmed. “We have tried our best but other factors have happened … We didn’t get much support from the Chinese for our development plans.”&lt;br /&gt;&lt;br /&gt;Barisan Nasional also failed to win back the crucial industrial state of Selangor, near the capital Kuala Lumpur, which Najib had vowed to achieve.&lt;br /&gt;&lt;br /&gt;Voting was marred by irregularities, said Anwar, 65, a former deputy prime minister in the 1990s who was sacked after falling out with his former boss, Mahathir. His three-party opposition alliance had been optimistic of a historic victory, buoyed by huge crowds at recent rallies.&lt;br /&gt;&lt;br /&gt;But as counting went late into Sunday night, it became clear that his fractious opposition had failed to pull off what would have been the biggest election upset in Malaysia’s history.&lt;br /&gt;&lt;br /&gt;After claiming an improbable early win, Anwar later rejected the result as “fraudulent”. He had accused the coalition of flying up to 40,000 “dubious” voters, including foreigners, across the country to vote in close races. The government says it was merely helping voters get to home towns to vote.&lt;br /&gt;&lt;br /&gt;Bank of America Merrill Lynch economists expect the government to focus on fiscal consolidation after a string of populist pre-election handouts. They expect cuts to fuel subsidies in the second half and a consumption tax next year.&lt;br /&gt;&lt;br /&gt;It cited some risks, however, including Umno elections in October and November when Najib may be challenged.&lt;br /&gt;&lt;br /&gt;“Once the dust and excitement has settled, you will see that it’s not only the Chinese which were siphoned off from Barisan Nasional. There was a mini-Malay wave in the urban areas against Umno,” said another senior Umno official.&lt;br /&gt;&lt;br /&gt;“In the next round of elections within Umno, you will see some dissidents emerging and asking for Najib to resign,” said the official, who has held cabinet positions in government. He said Mahathir would be among those who back the dissidents.&lt;br /&gt;&lt;br /&gt;Racial polarisation&lt;br /&gt;&lt;br /&gt;The 2008 result signalled a breakdown in traditional politics as minority ethnic Chinese and ethnic Indians, as well as many majority Malays, rejected Barisan Nasional’s brand of race-based patronage that has ensured stability but led to corruption and widening inequality.&lt;br /&gt;&lt;br /&gt;Ethnic Chinese parties affiliated with Barisan Nasional suffered heavy losses in 2008 and were punished by voters again on Sunday. Its ethnic Chinese MCA party won just five seats, down from 15 in 2008.&lt;br /&gt;&lt;br /&gt;That leaves Barisan Nasional dominated more than ever by ethnic Malays, who make up about 60 percent of the population, increasing a trend of racial polarisation in the country.&lt;br /&gt;&lt;br /&gt;The benchmark FTSE Bursa Malaysia KLCI Index hit a lifetime high of 1,826.22, with stocks linked to the coalition and its favored tycoons gaining handsomely.&lt;br /&gt;&lt;br /&gt;Malaysia’s second-largest lender by assets, CIMB Group Holdings Bhd, rose 8.8 percent. Its chief executive, Nazir Razak, is Najib’s brother. Hospitals operator IHH Healthcare Bhd added 6.7 percent and energy services firm SapuraKencana Petroleum Bhd jumped 8.9 percent.&lt;br /&gt;&lt;br /&gt;Australia’s Lynas Corp Ltd, which is building the world’s largest rare earths plant outside China in Malaysia, jumped 13 percent.&lt;br /&gt;&lt;br /&gt;“There was a concern that the opposition would move fairly quickly against Lynas given that there were a number of groups actively protesting against the plant,” said Michael McCarthy, chief market strategist at CMC Markets in Sydney.&lt;br /&gt;&lt;br /&gt;-Reuters / FMT</description>
