iDigi Supplementary Line

During the launch of iPhone4S they fellow outside telling me 18 years old as a principal line can have supplementary line. But after i register and bought iPhone4S and wanted to register my friend as supplementary line then the guy inside telling me must be 21 years old. and the contract is under my name and non transferable. Means i cannot do anything right now and my usage is above rm200 cause i thought can i hav supplementary line and call for free by paying RM15 for prepaid line as my supplementary. any suggestion how can i have supplementary line?
