Is a basic degree enough to work as accountant?

Is a basic accounting degree from overseas good enough to work as an accountant in Singapore MNCs?
even if the person is not eligible for ICPAS membership meaning to say that the person:-
a) does not has a professional qualification; or
b) has not passed the ICPAS PE; or
c) not an accounting grad from Nanyang/NUS or other recognised Singapore instituitions.

Any comments?

Also note that anyone who's not eligible for ICPAS membership is considered as a not qualified accountant.
