Help need related to Tm streamyx network

Im a mom with two kids who is going teenage and strongly request me to buy them desktops and let them online as they are already "big enough". So, i bought one desktop and one laptop. Desktop for my elder son, and laptop for my younger daughter. Here comes the prob:

1) How can i stop their accessibility to the network when it is their study time or sleeping time? I have my router (Riger DB 108) at downstair of my home . They are able access to network through ethernet cable or wireless lan at anytime, anywhere of the house. So, how can i stop them from access to the network by both ethernet cable and wireless lan when it is not their time to online? I know i have to go to http://192.168.1.1/login.html and login from there to change certain configurations. But i don know which to click after i had login.

2) Can i choose which pc i want to stop the accessibility? IF can, then how should i do to change the configurations? Because sometimes only one of my kid has exam and another is not. So, i just wanna block accessibility of one pc only.

3) Is there a way to limit the internet speed of the network for those two pc? My two kids like to watch "ppstv" and download movies a lot. These will cause the overall line to be very lag and slow. And sometimes my work will get affected as i have to do online video meeting with my manager oversea. Even when i have skype with my hubby who works in singapore, it often lag and tends to dc. So, all i want is to limit the internet speed when im doing my work. For this, i surf from website and one of the solution is:

Select "Start" and "Run." Type in "gpedit.msc" and hit "Enter." This will open up the Windows Group Policy page. #
Step 2 : Select "Computer Configuration," followed by "Administrative Templates," "Network" and "QOS Package Scheduler." A new display will appear on the right side of the screen. #
Step 3 : Select "Limit Reservable Bandwidth." This will bring up the bandwidth properties. #
Step 4 : Select "Settings." In the middle of the screen will be a bandwidth percentage limiter. It will most likely already be set at 20 percent. Increase this amount to a desirable setting and click "OK."

So, is this workable?? So, if i set the percentage to 70%, does it means that i will use 70% of the total speed?
And what if my elder son get to do this to increase his internet speed too? Let says he increase his speed to 40%, so Im using 70% and he is using 40%, which makes the total speed out of 100%. Is this possible???

If this solution is not workable, is there any other ways???

Everyone, please help me with this. I really hv no idea how to do with this problems. Thanks for the help.
