HELP! Employer is not paying my allowances

Hi all, hope you can help me

The situation is like this,

I started to work in X company since 1st September 2015, which my role as sales engineer requiring me to travel a lot. I have received other opportunity in mid December and I wrote my resignation stating my last day of work is on mid January (the company requires 1 month notice). I resign accordingly I think. Anyway, during my job in November, December and January, my travelling allowance is on due and I submitted the claim paperworks in early January. I expect that I receive my claims on the end of January, but they said they haven't finished check my paperwork. I am a patient guy and so, I waited another month (Boss sign cheque once a month). Then today the admin said she already done checking but Boss haven't signed the cheque. He seems reluctant and I cant afford to wait another month because during December and January, I used my own money on the travelling expenses as they stated new rule that no cash advance will be given. I have borrowed a lot of money from my family and friends so I really need the money.

So the question is, what can I do other than wait for another month to pass by (if the boss sign the cheque)?
