Moratorium Clause In S&P Affordable Housing Scheme

Hi everyone,

I get offer house under affordable housing scheme. In the S&P there is moratorium clause stated :-

"the purchaser shall not assign, lease, transfer or otherwise deal with the said parcel within the moratorium period except with prior approval / confirmation in writing by the government ....".

So my question, whether definition of "lease" is including rent?
