UniFi low upload speed and high ping

I have recently facing very low upload speed. It's around 0.25 Mbps only compared to 3-5Mbps upload speed last time. Can I know what might be the problem? Is it the modem problem? As my modem light on INTERNET, WLAN and LAN1 keeps off and on. My modem model is RG-MARITIME-TRG212M, router is ONU-HUAWEI-HG8240w. Both silver color. Also, I am facing lag issue in fps games, is it becoz of my low upload speed?

Lost and found system

I'm doing an assignment about lost and found system and currently have some questions in mind. Don't know whether I posted in the right section or not. but here goes...
1. How and what is the process to verify a lost item that is belong to the person who came to claim it?
2. What do the authorities do to the lost item that are unclaimed for a long period? Saw some said will auction it or just throw away.

Appreciate anyone that can answers that. Can't find info about it on the internet, especially the first one.

Screen auto dim

My screen dims when the video I played is dark making the screen to become more dark... I have tried turning off the adaptive brightness in setting. Is there any solution to this problem? The specs of my rig is in my signature.

Problem description: The DSL and Data light are not lit when I don't on my PC with LAN cable plugged in. Both the DSL and Data lights will disappear after I unplugged the LAN cable from my pc while it is connected to the internet.

Sudden shutdown

I have a problem with my sensation for a few weeks already. It will suddenly shutdown without any warning or whatsoever after I used apps for a few minutes even my battery is high. After I booted my sensation to sim card password, the battery suddenly drops to 3% then shutdown again before I able to key in my sim card password. I have already rooted my device and currently running on Carbon Rom for sensation. Previously I am using albinoman887's CM10.2 rom also facing the same problem. Anyone facing this problem or found solution to this problem?

Recommendation on broadband

Currently, I have 2 choices on hand Celcom First Data's special Youth Plan and Maxis Casual Surfer. In a dilemma now whether to choose Celcom or go for Maxis. Any suggestions? I'm aware of the the data volume period in both choices, Maxis has extra 1GB over Celcom's 2GB but Celcom is cheaper. Will be using it mostly at Sungai Ara area and Gelugor area.
