Since Wednesday, Malay Mail had been monitoring the goings-on at the administrative capital through the website which showed footage of offices and car parks.

Putrajaya Corporation (PPj), when alerted by Malay Mail yesterday, confirmed the closed circuit television (CCTV) cameras featured on the website were not under their purview, but were from ministries instead.

“I cannot disclose the locations for security purposes but the cameras are from government buildings. They could be using CCTV cameras installed by private companies.

“I can assure these footages are not ours as we have ensured our username and password is secured against any breach or hacking,” PPj deputy director Datuk Zailani Hashim said after Malay Mail had provided him with the link.

He described this as a “very serious matter” as the CCTVs were installed to enhance security in Putrajaya.

The feed from Putrajaya, however, was no longer seen as the number of surveillance locations dropped from 897 locations earlier in the day to 27 at 7pm yesterday. The number of locations increased slightly to 54 an hour later.

Teen killed by ruthless Mat Rempit

Khairul Idzham was not the initial target of the 20 Mat Rempit roaming the streets of Gombak on Thursday night.

City CID chief ACP Khairi Ahrasa said the teen suspects had first wanted to rob two African men who were walking near SRJK© Lee Rubber in Jalan Gombak.

“The Africans ran off towards a shop. The suspects then turned towards Khairul and his five friends who were hanging out near Taman Tasik Seri Gombak at 11.30pm.”

The suspects, armed with machetes, fork locks and motorcycle chains, demanded Khairul and his friends surrender their mobile phones. All except Khairul gave in to their demands.

“One of the suspects then hit him with the fork lock and pushed him into the lake.”

A scuffle ensued between the victim's friends and the gang members who fled after they realised Khairul had drowned.

Khairul's body was recovered by police and Fire and Rescue Department personnel at 1.30am.

Khairi said police had arrested seven teenagers aged between 15 and 18 so far.

“We are still looking for another seven suspects. We know who they are and we expect to arrest all of them soon,” he said.

(News) Five Uber drivers caught in crackdown

PUTRAJAYA, Oct 15 — The Road Transport Department (RTD) enforcement division has taken action against five vehicles operating under the personal driver app Uber since the start of Ops Teksi Uber 2014 on October 1.

A source from the RTD said of the five vehicles, one was confirmed as a private vehicle while the other four were hire-and-drive cars being investigated for misuse.

The private vehicle driver was issued a summons and will possibly face a fine of between RM1,000 and RM10,000, as well as the possibility of a prison sentence.

The vehicle, a Honda Accord, was also seized for 30 days pending further investigation.

The four commercial hire-and-drive vehicles were returned to the owners with their documents seized and handed over to the Land Public Commission (SPAD) for further investigation.

According to the source, hire-and-drive vehicles have varying categories.

It is mainly differentiated by cars meant for the renter’s personal use or hire cars that are actually allowed to be operated by a designated hired driver.

If the cars were found to have the appropriate documents to be a hire-and-drive vehicle with a driver, there was a possibility that the vehicles would be allowed back on the road, said the source.

SPAD was not available for comment by the time Malay Mail closed for press.

The ops was launched earlier this month and handled by an undercover team of 30 personnel made up of enforcers from the RTD, SPAD and the police.

The enforcement team suspects Uber is reducing its activity by making the lower cost UberX service unavailable.

However, it is also believed that Uber is still making the service available to loyal long-time users of the app.

The operation against Uber drivers will be continued with a different approach, revealed the source.

Ministry of Finance secretary-general Tan Sri Dr Mohd Irwan Serigar Abdullah said the government was looking at strategies such as the food stamp system in used by the US, among others, to ensure that cash aid was not spent on items such as “handphones.”

This comes amid criticisms by Pakatan Rakyat (PR) on the increase of 1 Malaysia People’s Aid (BR1M) in the 2015 budget, which was increased by nearly 50 per cent.

“It will be a replacement for BR1M, to ensure it is better targeted and we are looking to implement in 2016,” he told reporters when met at the sidelines of a post-budget forum organised by the Malaysian Economic Association.

Irwan said one of the proposals would be to disburse aid on a monthly basis and for this to be used strictly to purchase goods from supermarkets.

“Like food stamps, it can only be used to buy certain things, rice, sugar basic foods.

“This is in the pipeline,” the MOF official said earlier during a question-and-answer session at the forum.

Irwan said that this will ensure government aid is spent wisely and to avoid wastage.

According to Fox 2 News in Detroit, the homeowner has offered to trade the house for a new iPhone 6.

“No, it’s a real listing,” Else said. “My client is overseas and he told me he would be willing to trade the property for an iPhone 6. It sounds to me like he wants the (iPhone 6+) version, but I think he’s willing to negotiate.”

The home was initially listed for $5,000, but it’s currently on the market for $3,000 after several price cuts.

Though the listing boasts a finished basement and a two-car detached garage, it’s definitely a fixer-upper.

There’s also an additional $6,000 of back taxes owed on the home, but that, like the payment method, would be open to negotiation.

Else added that the homeowner would even be open to trading the house for a 32 GB iPad.

“He may be willing to take anything, maybe an Android, I don’t know,” he said.

KOTA KINABALU: A 26-year-old jobless man who stole women’s undergarments to masturbate was jailed two weeks by the Magistrates Court here.

Jukni Osman pleaded guilty to stealing five pair of undergarments from a 19-year-old college student before senior assistant registrar Dzul Elmy Yunus who presided as Magistrate.

In calling it a ‘creepy offence’, prosecution officer Insp Lim Swee Beng said this case might be classified as a minor offence but the implication of stealing is a rather serious.

“We (the prosecution) are afraid that in imposing a very light sentence such as a RM100 fine might not deter the accused from committing this offence again

“This is a very creepy offence which would transition into something more serious such as a sexual crime,” said Insp Lim Wednesday.

He also said that two bras and a PVC pipe was seized from Jukni when he was arrested.

When asked how long has he (Jukni) been doing this, he replied ‘baru saja’ (recently).

He also told the court in the hearing on Tuesday that he did it for fun and asked for a fine as punishment in his mitigation.

Jukni admitted to stealing the items worth RM50 from behind a house at Plaza Juta Likas at about 4.42am on Sept 17.

The indictment falls under Section 22A (1) of the State’s Minor Offences Ordinance which carries a fine of up to RM100 or to a jail term not more than three months, or both upon conviction.

iPhone 6 Factory in China (News)

A factory in Shenzhen, China, that assembles iPhones and other Apple products, has reportedly witnessed 13 workers aged between 19 and 24 diagnosed with cancer. Five have died from the disease.

An investigation by the Mail on Sunday found that the factory workers had contracted leukaemia, potentially as a result of exposure to dangerous cleaning chemicals used in the plant.

Apple has previously been accused of dangerous working conditions in its Chinese supply factories, with advocates from China Labour Watch (CLW) all previously campaigning for improved welfare.

Earlier this month, an investigation by CLW and Green America found that one of Apple's assembly plants in Suqian, China, was responsible for endangering the safety of up to 20,000 workers.

Following similar accusations regarding the welfare of factory workers in 2013, Apple claimed that it no longer used hazardous chemicals, such as benzene and n-hexane.

The California-based company said that it required production facilities to meet the safety standards for the handling of hazardous chemicals as set by the US Occupational Safety and Health Administration.

"The new report demonstrates that in the 16 months, Apple has not made progress with this supplier to improve conditions for its workers," CLW said in a statement, referring to the findings of its most recent investigation.

"In spite of Apple's supplier code of conduct and commitments to prevent these violations, more than a year later, they persist."

According to the Mail on Sunday report, workers that fall sick with leukaemia in the factories are dismissed and denied continuing medical coverage, resulting in the bankrupting of families unable to afford medical treatment.

Foxconn, the supplier that runs the Shenzhen factory, has said that it is set to meet with members of Labour Action China to find out more about the leukaemia cases. It claims that there is no evidence to link the deaths to dangerous chemicals.

RTD sets new ceiling fees for driving courses

KUALA LUMPUR: THE Road Transport Department on Monday released the list of ceiling fees for driving courses, effective Sept 1.

RTD director-general Datuk Seri Ismail Ahmad said driving schools and institutes needed to adhere to the new rates which came into effect in line with the implementation of the new Drivers’ Education Curriculum.

He said the new fees would see students being charged not more than RM350 for a B2 class licence, RM900 (B full class), RM1,150 (D class-manual) and RM1,250 (D class-automatic).

The New Straits Times had previously reported that the current fee ranged from between RM350 and RM400 for a B2 class licence, RM600 to RM800 (B full class) and RM1,200 to RM1,400 (D class-manual).

However, Ismail said the fees announced were not inclusive of transport costs.

“The transport cost will be charged at 50 sen per km. Let’s say the distance of the learner’s home is 30km from the school, then it will cost him RM30 per session attended,” he said, adding that the final cost would differ for each learner according to their location.

Ceiling fees, Ismail said, meant controlled prices, where driving schools could not charge more than the rates given and said that there were some schools which might charge lower fees.

He added that since Sept 1, RTD officers had also been monitoring driving schools and institutes to ensure they did not impose higher fees.

Malaysian Driving Institute Association president Mat Aris Bakar said driving schools had been notified of the ceiling fees list.

“The guidelines that we received also stated that although it was a ceiling price, it was understood that schools were allowed to impose additional costs depending on their services.”

Mat Aris said a learner would have to come by the centre for classes and training for approximately 12 times and this usually meant having to pay RM360 for his or her additional transportation cost (of 30km distance).

He said the new rate was imposed not because of the new driving curriculum but was derived from several factors involved in the running of driving schools which last saw a hike more than 10 years ago.

It was a reasonable rate, Mat Aris said, following the more comprehensive curriculum which required a 1:1 instructor to student ratio, and could be considered as one of the cheapest fees.

By comparison, he said, the fees in Singapore and Japan were S$3,000 (RM7,673) and US$3,000 (RM9,687), respectively.

RTD had, on Monday, posted the new rates on its Facebook page, adding that the public could file a report to their respective state RTD director or headquarters if they found any driving school or institute not in compliance.
