How to complain a highway company

So I was going through a LDP toll, and into the smart tag lane I go, the driver in front of me stopped because smart tag fails to detect or something.

Anyway, after 10 sec or so he succeed and went though.

I was the next, go in, touch n go have over RM 100, smart tag makes a "beep beep" sound, green lights, the 2 pillars went up and opened, and I am good to go.

The things happens next, when I drive out of the toll, one side of the pillars decided to come down and hit my car, big "BANG" sound, now my A pillar has a big dent in it with scratches.

How do I complain to the highway company? Would I get any compensation?

Searching for new comfort tyre

I have 16 inch stock cc5 on my Inspira now, but I got some new 17 inch wheels from a friend after badly scratching mine banged by someone 2 month ago (and somehow the insurance didn't cover that) so I am looking for tyres to match it.

The new wheels are 7jj wide so I figure the best size would be around 215/55/R17, looking for comfort tyres for them.

My requirement:

-Handling and grip should be decent, doesn't have to be great, but decent enough as I generally don't whack that much but like to still be safe, but I guess anything would be better than my currently stock cc5, that sucks in wet.
-Silence, hate the road noise, wouldn't mind if it's a little harsh but I like to keep the noise down if possible.
-Best if the tyre don't wear out that fast, maybe around 40~50k km?

Lets say my budget is around RM 400 per donut, or maybe a little over, is there any good tyres that I should definitely try out? Or if I should use any other tyre size than the one I stated above.
