Bank late disbursement and penalty

Hi guys, need your opinion on this matters.

I have received a letter from developer asking me for RM2k+ late disbursement penalty charges, I called them and they told me bank haven't fully disburse to them, that's y they are charging me.

p.s. I will only collect key at the end of the year.

Should I bear this penalty so that I can get my key? Or is there any other solution that I can avoid paying penalty?
