Monitor Problem.

I have a B2230H Samsung Monitor. Last night we had a power outage, and i was out of the house and couldn't power off the power socket that my computer's connected to. Although it is connected to a Belkin Surge Protector (not sure if any of this matters but ill mention it anyway)

Everything else is working fine, it's just the monitor not being able to display a clear image of anything, even its settings menu from the monitor itself is a problem. Also, there's a white bar at the top of the screen, and also appears in the middle sometimes.

I even brought it upstairs to test it out on my main desktop, and the issue persists.

Whats wrong with it? Is it repair-able / beyond repair?

p/s: I don't think i can claim warranty from samsung anyway, as i don't have the invoice or warranty card, so i might just get a new one.

Hi all. It's my first time posting here and i can't help but be impressed by the helpfulness of the members in topics.
Budget is around 6k, but im hoping that it wouldnt reach that point. 5.5k or so is what i'm aiming for. I was reading this topic and the specs seemed to fit my budget, so i thought i could start another topic as i do have a few questions of my own. (http://forum.lowyat.net/topic/1351549)
Also, i went to digital mall and went to a few stores and finally worked out a build from All-IT.
This is what they worked out :

Okay here's my problem. These specs look way underpowered and more expensive than what was in the topic mentioned above. I looked at c-zone prices and they're definitely cheaper by a large amount. I don't like the 5830 card as i did some research and that the best value for money card was the 5850, although i DO want a 5870 instead (preferably XFX). Please advise on a better build that fits my budget and maybe with a 1920 x 1200 monitor instead of a 1920 x 1080. Thanks.
