Merkel, who has led Germany for 11 years, last month confirmed she would run for a fourth term but acknowledged that the election would be “more difficult” than any other she has contested.

There have also been questions about whether the 62-year-old has fresh ideas to offer in a world upended by Brexit, the surprise election of Donald Trump and the departure of Italian Prime Minister Matteo Renzi following a crushing referendum defeat championed by populists.

The CDU has suffered setbacks in five consecutive state polls as voters punished Merkel for her liberal refugee policy, with more than a million people seeking asylum in Germany since 2015.

Tackling the hot potato issue head-on, Merkel vowed that “a situation like that of summer 2015 can and must not repeat itself”. She also stressed that each asylum request would be examined carefully, and “not all can and will stay” in Germany.

Party faithful will deliver their verdict on her stance when they are asked to re-elect her later Tuesday as party chief. While there is no question that she will win the vote, the ballot will be closely scrutinised for any sign of dissent.

During the last party vote in 2014, Merkel garnered 96.7 per cent of support and national media suggested that any score below 90 per cent would be a slap in the face.

Merkel’s CDU and its Bavarian sister party CSU secured a decisive win of 41.5 per cent at the last election in 2013 – its best result since national reunification in 1990, on the back of strong approval for her tough stance on austerity for debt-stricken EU nations.

Three years on, there are rumblings of discontent – even within her own party – following her September 2015 decision to let in refugees fleeing war in mostly-Muslim nations, a move that deeply polarised Europe’s biggest economy.

Although Merkel has since moved to slow the influx, including through a highly controversial deal with Turkey, the AfD has gained a firm footing as a protest platform for disgruntled voters.

The party now enjoys around 12 per cent support, while at the last general election it fell short of the 5 per cent threshold to ensure representation.

Hitting out directly at the populists as well as the xenophobic PEGIDA movement, she wrestled their “we are the people” rallying cry back, declaring to sustained applause: “We all get to determine who ‘the people’ are – not just a few, no matter how loud they are.”

Beyond domestic issues, Merkel also devoted a large part of her address to crises abroad as she noted that in 2016, “the world has not become stronger and more stable, but weaker and more unstable”.

She deplored the failure of the international community to alleviate the suffering in Syria’s besieged city of Aleppo, calling it a “disgrace”.

Merkel said she was shocked to see tens of thousands of Germans hitting the streets to demonstrate against free trade deals but virtually no protests against the blood-letting in Syria.

“There is something wrong there,” she said.

She also underlined the importance of holding the European Union together, saying Germany will do well “only when Europe does well too.”

In the face of the mountain of challenges, Merkel urged her delegates: “You must, you must, help me.”

EFFECTIVE today, parking charges at Kuala Lumpur City Hall (DBKL)-owned parking bays within the central business district (CBD) are increasing by 150%.

Affected areas are Bukit Bintang, Bukit Damansara, Sri Hartamas, Desa Hartamas, Solaris Mont Kiara, Taman Tun Dr Ismail and Bangsar where 75% to 100% parking spaces are taken up during peak hours.

The hourly parking charges in the CBD has been increased from 80sen an hour to RM2 for the first hour.

The rates have been raised to RM3 for the second hour and RM3 for the subsequent hours.

This means that if you were to park from 7.30 am to 6pm, which is the usual operation hours, you will end up having to pay as much as RM32 a day.

The new parking charges will be enforced in stages from now to Aug 1, which will see an increase of between 100% and 200%, depending on the locality.

Rates will eventually go up by next month in zones outside the city where the parking charges are currently 50sen per hour.

Depending on the zones, motorists will be charged RM1.50 or RM1 per hour, an increase of 100% and 200% respectively.

Areas include Brickfields, Taman Maluri, Cheras, Wangsa Maju and Setapak. The percentage of parking occupancy in these areas are between 55% and 75%.

DBKL owns a total of 46,100 metered parking bays in the city; 22% or 9,914 are located at the CBD area.

There will not be a maximum cap of two hours, as announced earlier by Federal Territories Minister Datuk Seri Tengku Adnan, just yet.

For four decades, parking around the city had been out-sourced to a third party.

Last year, DBKL appointed Yayasan Wilayah Persekutuan (YWP), the welfare arm of The Federal Territories Ministry, to manage the city’s parking system.

YWP introduced a new and advanced parking system called the City Car Park System (CCP).

Under the agreement, YWP would pay DBKL 35% or RM600,000 of the gross revenue from parking every month.

According to Kuala Lumpur mayor Datuk Seri Mohd Amin Nordin Abdul Aziz, the move to increase the parking rates was not profit driven but was the only way to ease traffic congestion in the city and encourage people to carpool.

“We want to free up as many street parking spaces in the city and encourage people to take public transport or carpool to the city.

“I know I am going to be very unpopular, but it has to be done because traffic in Kuala Lumpur is already bursting at the seams,’’ Amin Nordin said.

Bleak Raya for 60 sacked bread factory staff

SHAH ALAM: Some employees of Silverbird Group, which produces the popular High 5 brand of bread, cakes and other baked goods, have carried out a protest at the factory, saying their employment was terminated on 24-hour notice and half-month’s salary.

Those affected were attached with High 5 marketing and distribution in Shah Alam.

Some of the workers said the bread factory in Shah Alam was no longer in operation. FMT is attempting to contact Silverbird officials for confirmation.

One of the laid-off employees, Mohd Rosnizam Abu said he and 59 other workers had gone to work as usual on Wednesday and received a 24-hour termination notice.

He said they were paid only half a month’s salary. “How are we going to go through Raya with half a month’s salary? This is like a fraud by the company,” he said at a press conference held alongside the workers today.

He also alleged that Employees Provident Fund contributions for several of the workers had not been paid for eight to 12 months.

Rosnizam said that a complaint would be filed with the Labour Office next week.

Parti Sosialis Malaysia secretary-general A Sivarajan has urged the Human Resources Ministry to intervene. “When the factory is closed, all the assets will be liquidated to pay the debtors. The workers will be cheated,” he said.

The employees had also lodged a police report about their termination.

Rosnizam was also quoted as saying that other High 5 employees at the firm’s 12 branches had been affected, with Sivarajan saying he had received complaints from High 5 employees in Ipoh and Seremban about their EPF contributions.

KUALA LUMPUR: Republican presumptive presidential nominee Donald Trump, if elected US President on November 20, may bar as many as 10.2 million people including Malaysians from the country.

Trump said on Monday, according to CNN, that if elected he would “suspend immigration from areas of the world when there is a proven history of terrorism against the United States, Europe or our allies, until we understand how to end these threats”.

All in 40 countries are affected.

These received 2,571,762 non-immigrant visas in 2015 from the US State Department. They also received 158, 877 immigrant visas. The US Department of Commerce estimates that more than 7.5 million tourists from these countries visited these countries in 2014.

France, Belgium and the UK are among the countries that do not require tourist visas to visit the US.

The maths, done by CNN based on the State Department’s Annual Report, lists Malaysia as among the 12 countries listed as “terrorist safe havens”. These countries had 496,436 non-immigrant and 74,283 immigrants visas in 2015.

The other countries listed together with Malaysia are Somalia, Mali, Libya, Egypt, Iraq, Lebanon, the Philippines, Indonesia, Afghanistan, Pakistan and Yemen. These countries are considered able to organise, plan, raise funds, communicate, recruit, train, transit and operate “safe havens” for terrorists.

Iran, Sudan and Syria are listed by the US State Department as “state sponsors of terror”. They received 45,935 non-immigrant and 10,722 immigrant visas in 2015.

A further 14 countries, not considered “safe havens”, are listed as nations where terror networks are based and operate. The list has broadened to include terrors groups ranging from ISIS to al Qaeda and affiliates who have successfully recruited and infiltrated numerous operatives and cells in countries ranging from Turkey and Russia to Nigeria and India. The 14 countries received 1,741,169 non-immigrant visas and 63,106 immigrant visas in 2015.

A further 11 countries which received 295, 695 non-immigrant and 16,883 immigrant visas in 2015, fall into the list of “other countries” with active terror cells.

Saudi Arabia Races Through Financial Toolkit to Raise Funds

Saudi Arabia’s plans to bolster its finances are taking on a new sense of urgency as lower oil prices put the economy under more strain than at any other time in the past decade.

In recent weeks, the kingdom raised a $10 billion loan, clamped down on currency speculators and informed banks of plans to raise as much as $15 billion in its first international bond sale, people with knowledge of the matter said. It’s also said to be contemplating IOUs to pay contractor bills and hired HSBC Holdings Plc banker Fahad Al Saif to set up a new debt office.

The speed of the measures underscores Deputy Crown Prince Mohammed bin Salman’s urgency to shore up the country’s finances as an era of oil-fueled abundance falters. Though currency reserves remain strong -- among the world’s largest -- net foreign assets are at a four-year low after declining for 15 months in a row and the kingdom may post a budget deficit of about 13.5 percent of economic output this year.

“The pace of the decline in Saudi Arabia’s foreign assets is faster than in previous oil downturns and the period over which they’ve been falling is longer,” Raza Agha, VTB Capital’s chief economist for the Middle East and Africa, said by e-mail. “This generates a real sense of urgency to get the ball rolling in raising external funding.”

Hydrocarbon Windfall

Five years ago, oil surged to more than $100 a barrel, adding billions of dollars to the country’s reserves. The windfall allowed the kingdom to slash its debt and post an average budget surplus of 8.2 percent between 2000 and 2012, according to International Monetary Fund data. Now, with crude having tumbled about 50 percent, the country is moving to sell assets and find other ways to raise funds.

Net foreign assets at the central bank fell 1.1 percent to $572 billion in April after slumping by $115 billion in 2015, when the kingdom ran a budget deficit of nearly $100 billion. Holdings in U.S. stocks slumped to $52.4 billion in June 2015, from about $78 billion a year earlier, according to a report from the U.S. Treasury Department.

The next step is turning to the international markets for funding. In April, it sealed a $10 billion loan -- its first in at least 15 years -- from a group of U.S., European, Japanese and Chinese banks, people familiar with the matter said at the time. It’s also weighing the sale of as much as $15 billion of bonds this year, separate people said last week.

“Saudi has many options to finance its fiscal gap and it is using all means at its disposal to do that," said Philippe Dauba-Pantanacce, a senior economist and global political analyst at Standard Chartered Plc in London. "After years of absence from the bond market, Saudi Arabia is coming back, not only out of strict financial needs but because it fits into a wider reformist vision."

That vision is the brainchild of the deputy crown prince, whose ambitions for the country include creating the world’s largest sovereign wealth fund and reducing its dependency on oil revenue. He’s also planning an initial public offering of Saudi Arabian Oil Co., which he said could value the company at more than $2 trillion, and may break up state-owned utility Saudi Electricity Co. into four independent power generating companies.

The country plans to unveil details of its National Transformation Program from today. The program is the kingdom’s blueprint for a post-oil era.

Unusual Measures

In addition to the loan and bond sales, Saudi Arabia is also looking at less conventional methods to help absorb the shock of lower oil prices.

The country is considering IOUs to pay outstanding bills with contractors and conserve cash, people briefed on the discussions said last month. As payment from the state, contractors would receive bond-like instruments which they could hold until maturity or sell on to banks. Companies have received some payments in cash and the rest could come in the "I-owe-you" notes, the people said.

The kingdom has delayed payments to government contractors working on infrastructure projects for six months or more as the government seeks to preserve cash, people aware of the matter said in October. Delays increased last year and the government has also been seeking to cut prices on contracts, the people said.

The Ministry of Economy and Planning may also set up a unit to pull together public-private partnerships to help the government cut costs and improve efficiency, people said last month. The division would aim to boost the role of the private sector in planning, financing and delivering projects and services for the government, they said.

Currency Speculation

Authorities are also taking steps to protect the currency regime amid speculation the country will have to abandon the riyal’s three-decade-old peg to the U.S. dollar. Last week, the Saudi Arabia Monetary Agency ordered banks to stop selling dollar-riyal forward structured contracts immediately, following a similar order in January, people aware of the matter said.

Among those betting that the peg may not endure are U.S. hedge funds. PointState Capital’s Zach Schreiber, who made $1 billion betting against oil two years ago, is wagering that weaker long-term crude prices and rising costs will cause the country to abandon the peg. Pershing Square Capital Management has made similar bets.

As Saudi Arabia undergoes a shakeup under the deputy crown prince and the government navigates the worst economic slowdown since the financial crisis, further measures could be introduced, according to some analysts.

"There is a general recognition that the old way of running the country has run out of steam and oil is not going back to where it was a few years ago," said James Reeve, deputy chief economist at Samba Financial Group. "This is creating a lot of momentum to drive and sustain this reform process.

Muslim Migrants Converting To Christianity Fear Murderous Islamic Retaliation In Europe

Many migrants who are recent converts to Christianity fear retaliation from Muslims and that converting may become a “death sentence.”

One of the more surprising aspects of the migrant crisis has been the number of Muslims from places like Syria and Afghanistan, that have been converting to Christianity in Austrian churches. The Archdioceses of the Austrian capital in Vienna can hardly keep up with the requests as they get five to ten per week.

So far this year 83 percent of the recorded adult baptisms into the Catholic faith have been Muslims compared to 2015 when they were only 33 percent reports Kurier.

The numbers could grow even more in 2017 since the process for adult conversion to Catholicism called the Right of Christian Initiation of Adults (RCIA) can typically take up to a year to complete. The RCIA teaches new converts about the faith and it’s various rituals before candidates are often baptized over the following Easter.

Muslims who convert and leave Islam face a very real potential for violence and even death. A migrant to Austria who now calls himself Christopher told the Kurier,”this could be my death sentence.” Christopher came to Austria in 2012 and requested that his new Christian name be used because he fears not only reprisal against himself but his family as well.

The Catholic Church in Austria is well aware of what radical Muslims will do to new converts if they find out they were previously Muslims. Muslims consider leaving the Islamic faith as apostasy and the penalty according to the Sharia is death. The church is told of threats to parishioners on a regular basis and many new to the faith are justifiably reluctant to talk to outsiders.

Christopher is one of the few who wished to tell his story and his fears over his new found faith. The native Afghani said that he had been interested in becoming a Christian long before he fled to Austria. “A friend brought me a bible from Pakistan. I read it in secret and only at home. But I read it every day,” he admitted.

On paper Afghanistan has freedom of religion and religious expression, though in practice this is very much not the case in most areas of the country, where strict Islamic law still governs regardless of the hold on power by the Taliban.

An incident was recorded last year showing a woman named Farkhunda being savagely beaten to death for allegedly burning a Koran which emphasized the rule of Islamic religious law. Christians have it even worse as Christopher says simply, “whoever converts, is killed.”

Christopher now fears the same attitudes are emerging in Austria, especially among new migrants. He says he stays away from the Afghan community out of fear.

“In Austria it was once very safe for converts, but that has changed due to the strong migration movement. In refugee quarters it can also be dangerous,” said Friederike Dostal, who heads adult baptisms at the St. Stephan’s cathedral in Vienna.

Breitbart London has reported on Christian being abused by Muslims in migrant homes all over Europe. Many municipalities are considering separate accommodation for Christians and other minorities to prevent them being abused.

The danger, however, does not deter Christopher from his faith, “Christianity is the true religion,”he declared and said, “there is no turning back for me.”
