Disposal of SAMM unit

Hi SIFUs

Asking on behalf of a family member of mine that is planning to buy a SAMM unit,

Focussing on the disposal of the SAMM Unit with restriction.
SAMM unit is only able to be sold after 5 years with state consent.

On the restriction:-
1. Does that mean that the unit can only be sold to 'someone' that LHPS says it is ok to sell?
2. or can it be sold to anyone in the normal sub-sale market?

Appreciate it if any SIFU could shed some light on this matter.
I foresee this to be a short thread.
