getting old data from old HDD

my dad's PC broke down n i told him to by lappy instead of repairing tat old pc( P4 1.8ghz, HDD 40gb..bla..bla..)..then he follow my advice and buy new laptop. then he told me whether izit possible to get his data back from the old HDD..izit possible..i thinks so..but dunno how..

my budget is around rm5k, cud anyone suggest me?

after half an hour searching 4 the right place to post this...am i wrong?
btw, my budget is rm5k n is this the right choice?or x ckup?
