MMU, UniKL or APIIT?

Hi fellow members,

I just got my SPM result and I just wanted to ask some questions regarding some courses and the university which i can take said courses. I am currently interested in taking a Diploma in ENGINEERING TECHNOLOGY IN COMPUTER AND NETWORKING. My main interest is networking related. But I went to few education fairs and found out that not a lot universities has the course I'm looking for. The current university has the course that I wanted is currently MMU, UniKL and APIIT.

I prefer government university but in the UPU site there we no network related courses. There were mostly Computer Science, ICT and IT.

So the question that I wanted to know is as below :

i) Comparing UniKL, MMU and APIIT, which of these is best place for network related courses?
ii) How can I obtain a Cisco cert.? Can it be obtained after finishing my Diploma or after my Degree?
iii) Is Diploma in Telecommunication Engineering is the same as the course I wanted to take?
iv) Is there any other university in Malaysia offering the course that I want, If yes, please feel free to share with me fellow friends

I hope you guys don't mind me asking these as I don't know where else to approach to get information on these things.
