BANGKOK (AP) - Thailand's Cabinet has approved a plan to borrow US$67.6 billion (S$84.6 billion) to build high-speed train lines and other transportation projects over the next seven years.

Prime Minister Yingluck Shinawatra said the bill approved by Cabinet ministers on Tuesday will allow the government to borrow from domestic and foreign sources without going through the annual government budget process. She said this will ensure the continuity of the infrastructure expansion and give investors confidence in the projects.

Reform Party candidate for Ang Mo Kio GRC Lim Zi Rui has lashed out at the PAP regime for treating Singaporeans as second and even third class citizens when it comes to education.

Speaking at a rally at Clementi stadium, Zi Rui said:

“Our local students lose out, lose the chance, even though they are of the same calibre. As I said earlier, why are we being treated as second class students? As second class citizens? You can see there is this inequality that persists in our society and basically this will [be very divisive] if we do not address all these issues directly and fast.”

KUALA LUMPUR, March 2 – The Philippine government may take a Sulu rebel group’s ownership claim on Sabah to be adjudicated at world court even though the Borneo state in now part of Malaysia, Philippine media reported.

Leila de Lima, secretary in the Philippines’ Department of Justice (DOJ) was reported saying in Manila yesterday that the government had not ruled out taking the territorial dispute to the International Court of Justice in the Hague, but was studying carefully the case as it did not want to strain its friendship with Malaysia.

“That is among the options we are looking into. Of course there are international fora available so we’re considering that,” she was quoted as saying by the Philippine Star news portal.

She reportedly said “careful study” was needed and that the Philippine government’s considerations were not only limited to the legal issues of the claim.

“We have to consider standing policies of the administration, including foreign policies,” De Lima said, referring to her home country’s diplomatic ties with Malaysia.

Both countries are members of the Association of Southeast Asian Nations (ASEAN) political and economic regional partnership.

De Lima told reporters in Manila that the DOJ would need more time to before forming a legal opinion on the Sultanate of Sulu’s purported ownership to Sabah.

“At first I thought I could finish it in a few days, but it’s a very complicated thing and we have to be very careful. There’s a lot of research materials and documents we need to read. I’m already halfway done with the memorandum,” she was reported saying.

Newswire Reuters has reported that Malaysia pays a token sum to the Sultanate of Sulu each year in an arrangement that stretches back to British colonial times.

The sultanate has claimed that the payment amounts to rental of Sabah, but Malaysia has argued that it is instead payment for the sultanate’s ceding of its rights over the land.

Food prices are rising more than three times faster than the average worker’s pay package as the cost of living ‘crisis’ continues, official figures revealed yesterday.

While the average private sector worker’s pay has risen by just 1.4 per cent - and millions of State workers are subject to a pay freeze - food prices have risen by 4.5 per cent in the last year, according to the Office for National Statistics.

The crippling cost of the weekly trip to the supermarket is the most striking figure in the Consumer Prices Index (CPI) for January.

Socialist France is 'totally bankrupt', a senior government minister admitted yesterday.

Michel Sapin, who is in charge of the employment ministry in Paris, made it clear that his government's tax-and-spend policies are just not working.

Just half a year since his party came to power, Mr Sapin told radio listeners: 'There is a state but it is a totally bankrupt state.

Pierre Moscovici, France's finance minister, immediately tried to play down Mr Sapin's comments, saying they were 'inappropriate'.

Mr Moscovici said: 'France is a really solvent country. France is a really credible country, France is a country that is starting to recover.'

The Coalition has increased nearly 300 taxes since its formation, a report reveals today.

Chancellor George Osborne has introduced more than twice as many tax rises as he has cuts.

The Treasury has implemented or pencilled in 299 separate increases since May 2010, but only 119 cuts.

And the new taxes will mean that taxpayers will shell out £671billion a year by 2015/16 – a 15 per cent increase on the £513billion in the final year of the Labour government.

Research from the centre-right think-tank, the TaxPayers’ Alliance, lays bare the extent of taxes that have been introduced.

In all, 254 tax rises have been introduced, with a further 45 pencilled in. To date, 109 tax cuts have been implemented with a further ten planned by the next general election, expected in May 2015.

Treasury sources tried to dismiss the research, saying it included the normal up-rating of taxes to bring them in to line with inflation, as well as counting tax-avoidance measures.

But Matthew Sinclair, chief executive of the TaxPayers’ Alliance, said: ‘Families are struggling to bear an increasingly heavy tax burden.

‘High taxes kill jobs, depress wages and increase prices.

‘With nearly 300 tax rises since the Government came to power, it is no wonder everyone is feeling squeezed. The crisis in the public finances came after a decade of tax rises, not tax cuts, but politicians are still coming back for more.

‘Endless tinkering at the edges of the tax system was a vice that George Osborne criticised in the last government, but of which he is equally guilty now he is in office.’

A prominent Thai activist and magazine editor has been sentenced to ten years in prison today for publishing negative articles about the country's monarchy.

Somyot Pruksakasemsuk was convicted after publishing two articles in an anti-establishment magazine.

The verdict came despite repeated calls by rights groups to free Somyot, who has been jailed since 2011. They condemned his imprisonment as the latest affront to freedom of expression in the Southeast Asian country.

It also underscored the harsh nature of Thailand's lese majeste laws, which critics say have frequently been used by politicians to silence rivals.

The articles were published under a pseudonym in Somyot's now-defunct Voice of Taksin magazine, which he launched in 2009 to compile political news and anti-establishment articles from writers and contributors.

Judges found both articles included content that defamed the royal family and argued that Somyot, as a veteran editor, was aware of that. The court handed down two five-year jail terms - one for each story.

Somyot 'should have better judgment than ordinary journalists. He must have understood that the articles contained lese majeste content, but chose to publish them anyway,' one of judges said in the ruling
