EPF acc 2 paying refinance loan?

I have a question. In 2015 I have refinanced my house as personal loan to pay off parent's medical fee. Now since the COVID I have difficulty paying the loan installments. I wonder if I can withdraw my EPF account 2 to pay for the remaining balance?
I saw in the KWSP website there is an option to "Withdrawal from Account 2 to reduce/redeem housing loan balance". Does this fit my situation?
