Abnormal GPU temp with Vapor-X

Here is my rig specs
Intel Core i5 750 2.66ghz
Asus P7P55M mobo
Sapphire HD5750 Vapor-X
Hyper 212 HSF
Silverstone Strider ST50f 500W
Cooler Master Elite 335 (open cover during test)

non-aircond temp
CPU
idle = 40C load = 53C

GPU
idle = 46C load(default) = 81C
underclock = 75C (500mhz gpu clock, 1000mhz memory clock)
overclock = 89C (845mhz gpu clock, 1335mhz memory clock)
(VaporX 100% speed)
(AUX is always at 80C)

aircond temp
CPU
idle = 35C load = 45C

GPU
idle = 43C load = 74C
overclock = 80C

seriously need help regarding wat r the possible problems and solution

as above this is my hd tune test result
i've been experiencing severe lagging and not responding whenever doing task such as installing, copying into hdd, laplink-ing, unzipping
during performing these task simple task such as opening windows explorer caused freezing around 10sec++
so here's my HD Tune test
is this normal for a 640GB WD Caviar Green 64MB cache? any solution?
and why is the cpu usage always below 0%? (-1.0%)
as i see other benchmark are usually above 1%

this is my rig build
intel core i5 750 2.66ghz
asus p7p55m mobo
2x 2 gb kingston 1333mhz ddr3 ram
sapphire 5750 1ghz vapor x
640 gb WD green HDD (64mb cache 7200rpm, stated in hd label dunno performance true onot)
silverstone strider st50f 500w psu
cooler master hyper 212 plus hsf

so here's my problem:
after i got my rig i install it with window 7 professional 32bit DVD downloaded frm my uni (genuine)
the outcome was my pc has detected a lack of 1gb ram in task manager and over laggness even by just opening mozilla and windows media player, or unzipping files and exploring folder drives
(GPU driver installed from DVD provided)

so fine assume to be faulty caused by this version of 32 bit windos
and now i reformat it with a new instalation of 64 bit window 7 ultimate ....ahem ver. _which is used in several of my laptops without problem)

graphic drivers updated from dvd, all windows 7 updates updated, (i didn't touch with the asus mobo dvd as it brings me to some weird bios stuff which i dunno wat to do with it even the seller)
now everything seems to be running very smooth
i can multitask everything eg. GOM player x4, and all sorts of player, all sorts of browser, applications, ms office everything and jx2 online x50 (some lame online games)
all these jz for the sake of testing multitasking capability and pushing memory usage to the max (which i was suspecting it is lack of before this due to the problems i've came accross)

SO HERE'S THE MAIN PROBLEM
whenever i do task such as installing games, copying files from dvd, laplink-ing, and even just merely unzipping files
the entire system became so damn lag and applications tend to become not responding
can hardly open windows explorer or another tab in firefox it just go not responding
memory usage is only around 1gb cpu usage not even 10% and everything went lagging whenever i do these task
i can confirm it is way better with only my dual core 1.8ghz laptop
and now this quad core wth? no different from my p4 1.7ghz which i jz upgraded from, real dissappointment

so i was suspecting mayb the cpu is taking full priority during these tasks? but then the speed of accomplishing task is no where faster than my laptop (mayb jz a very slight difference but its a 1.8ghz dual core)

and, is it normal for a cpu stock fan to have glue stain on it? i do have a hsf and i know they have to remove the old stock fan frist in order to slot in 3rd party hsf, butis the stock fan really glued already to the processor when it comes in box?
i'm talking bout a BRAND NEW Core i5 processor here y is there glue stain in the stock fan?
kinda noob here as i'm a newbie in tech stuff, so here i was suspecting that the guy in czone actually gave me a used (or mayb faulty) processor during the building process.

sry for hijacking this thread but since this thread is about HDD so here goes:

main question is where exactly can i get a samsung spinpoint f3 500GB HDD?
in lowyat plaza? i eventually went there yesterday to get my new i5 rig
however no one sells samsung spinpoint f3 500GB HDD......to be exact..its not out of stock but no one actually heard of wth is it.
i went all over the entire lowyat plaza, cycom, czone, pc zone, All IT thundermatch etc. etc. every single shop eventually only 1 or 2 of them heard of it saying that its only available in U.S. and one of the uncle in pc zone says:
usually these "lang mun" kind of things only available in sri computers
so fine....i went back all the way down to 2nd floor and even sri computer doesn't have samsung f3 hdd...(all those sales person looking at me like i'm talking in some sort of alien language zzzz)
as i saw of rigs reccommended by darksilver giving price quote from viewnet, even in viewnet does not have the samsung f3
i was entertained by this tall gayish sounded guy in viewnet, i asked him check their database but result is also the same....dont have

once again i was wondering i thought most ppl in lowyat forum is reccomending samsung f3 but y in the world no one in lowyat plaza actually heard of this thing? weird huh?
so i ended up with a W.D Green 640 GB RM190
is this HDD worth it? performance, power consumption, temperature wise?

and btw....is there special signs or model stated samsung sprintpoint f3 on the HDD itself? (i requested every single shop to show me their 500gb samsung HDD as i think they're f'king noobs to ensure they really dont hv it and eventually none of those is labeled samsung sprintpoint f3 )
or dont u tell me thats exactly the samsung f3? which i think is impossible.

pls mind my language as i'm kinda frustrated atm
even for the sapphire hd5750 512mb no shop seems to be selling it
even the guy in czone trying to rip me off with the vaporx version..so fine since he's giving a RM108 discount for entire rig so i'll jz go for it
and yeah....no discounts for monitor and speakers.... he was recommending a monitor ACER S243HL LED which is totally overpriced in c-zone RM899 (pretending with a discount of RM109 to RM790, which i did not realize at that moment viewnet was selling at RM789 and eventually bought it onbehalf of samsung B233OH which i originally intended to) total swtness
(i do admit i'm kinda "desperate" coz lowyat plaza is far and only go once in a blue moon, so not wise decision r made everytime =X )
guys pls leave comment on those items which are bought? are they good in any way or bad? thx for reading this long post

PSU vs electricity bills help

was wondering...will there be difference in electricity bills from PSU when u fully and did not utilize it?
eg. 400w vs 500w (is 500w always contributing 500w worth of electricity bills eventhough it is idle, non utilized?)

bcoz i'm planning on going for this rig
Processor: Intel Core i5 750
Motherboard: Gigabyte H55M-S2H
Ram: Kingston 4GB DDR3 1333MHz (2x2GB)
Graphic Card: Sapphire 5670 512MB DDR5
Power Supply: Silverstone Strider 400W True Power
Casing: Power Logic Quatro ABS
Hdd: WD 320GB SATA II
ROM: LG 22x DVD-RW SATA

planning to go with 400w + 5670 at the moment (or can i replace with better cards?) while waiting for high end cards to price drop
or should i get a higher walt for future proof?
my main concern is power consumption vs PSU waltage as my computer is 24/7 on.
