Need help regarding internet connection

so here's the gist of it. I recently started living in a shared house. For the past few days, my internet connectivity has been suffering a denial of service. I thought it was a problem with the modem itself so i took it to be fixed 3 times already in 2 days period. Usually after fixing it, we can online for a certain amount of time, around half a day then the connectivity dies again. 2day after discussing with my housemates, they admitted that they faced similar problems. and after a prolonged discussion,we deduced the possibility that the housemate living alone downstairs might be using software to block our connection.

when we unplugged his cable from the router and reshuffled all our cables into different ports on the router, we could online again when 1 minute prior to this we couldnt online. we repeated this for a few times and each time yielded the same result. when we plug in his cable into the router, all 3 of us couldnt online. And im not talking about slow or laggy connection,im talking about totally unable to online.

so my question is this, is there software that can do this? or could it be a form of extreme downloader that blocks us all when he downloads?

oh yeah, we are using the standard Billion ADSL modem issued by TmNet and a TP-Link router btw. The modem is password protected and none of us have the password. i believe only the owner has the password.

Thanks for your help and i really appreciate it!!

edit: left out some details
