[WTA] Is it possible to block someone calls ?

As titled is it possible to block someone calls on cellphones ?
Any method available by apps, specific phone model setting ?
I heard theres somebody can block calls via telco service provider, is it true ?
Btw, im using Digi line

Need help here
Im using the Blackberry 9700 with Maxis, I found out i couldnt receive signal on some places i have been, such like indoor, lower ground floor. But people who with me at that time (using Maxis but different phone) can have a full bar signal ?!
Have anyone experience this situation ? Any way to fix this ?
