Scammer Utilities Bills

I use his service to pay my utilities bill from Jan 2018. Got few successful transaction even late payment.

Recently in last May 2018, i again use his service to pay my Digi, TNB and Astro but the payment never made. Total is about RM353.00.

The phone number is active but he never answer it. The details as below:

So..what is the minimum download speed to watch IPTV?..does it needs up to 10MB?..

Is the ping time more important? less ping..how much?..less then 50ms?..

Is using speedtest.net is accurate to calculate it?
