change plan or change router?

hi my office that im currently working have wifi issue, sometimes the speed drop too low even though only 1 person connected to the wifi.

this company been using Unifi biz 30mbps, at working hour there is 15 employer, one pc for each person and mostly using 1 phone, so most of the times 30 device will be connected to the router

the router we been using is the stock router that come with the package, D-link dir 850l

so need to ask k which 1 do need to change router or upgrade unifi plan

im looking to buy a second phone for whatsapp purpose only with budget under RM500,
currently im using xiaomi redmi note 3 but sometimes i need to unlock the phone first baru whasapp mesej come in.
