Is it worth to change job now?

Provided:
- New job is XX% on top current salary, with additional RM300 fixed allowance
- Current job annual increment range from 3 to 7%
- New job working location at Cyberjaya, current location at PJ
- Move from PJ to Cyberjaya area

Please share your view.

Offer Letter

Have some doubts on job offer letter:

1) During the interview, there is promise of fixed allowance, and after that there is email sent on the total package (Base + Allowance).
But when collect the offer letter, it only state base pay (No allowance, is it normal/acceptable?)

2) Is the email communication consider black and white? For example if the allowances is stated in the email, but not in the offer letter, and during monthly salary payout there is no allowance given, can we use the email for appeal/complain?

3) What if after sign the offer letter and submitted, then there is better offer? Can reject the previous signed offer letter? Need to pay back for the notice period?

4) The notice period starts from the commencement date or the date submitted the signed offer letter?
