I have bought a hp with warranty from this company, now wanna call to ask something but cant find it's phone number, i searched from the net, and found this info

I have went through the Paypal website, but still confused.

i have two queries:
1) If i received the paypal fund in Malaysia, will i be charged for any fees? I be charged or the one who transferred to me be charged? If i be charged, what's the % ?

2)If i transfer the paypal fund to Hong Kong, who will be charged now? Me or the receiver? If i be charged, what's the % ?
