            <title>Seller delaying my refund and giving excuses&amp;#33;</title>

            <description>Hi&lt;br /&gt;&lt;br /&gt;Apologies if this has been asked before.&lt;br /&gt;I made a preorder for an item from a seller back in March last year and paid RM400 as holding deposit.&lt;br /&gt;After 6 months, the seller has failed to deliver the product and as per his T&amp;amp;C, he is supposed to refund the full sum to my account.&lt;br /&gt;In September when I pressed for my refund he came up with a new story that refund will be done in stages though this was not in his T&amp;amp;C.&lt;br /&gt;I obliged because I just want to settle it amicably however seller is very reluctant to refund my cash. &lt;br /&gt;He is not giving any timelines any when full refund will be made and now after 4months past refund date, only 55% of the sum has been refunded.&lt;br /&gt;This is not before constant PMs and piece of mind. &lt;br /&gt;It has caused me much inconvenience and regret dealing with someone on this forum.&lt;br /&gt;&lt;br /&gt;Please advise what are the avenues for me to complaint and will the moderators take action?&lt;br /&gt;&lt;br /&gt;Thanks</description>
