PC unable to restart!

Whenever i restart PC, or force restart after installing driver, some times it won't reboot as intended but shut down completely.
Pressing the power button won't turn on the PC either.

To turn it on, i need to off the switch on the surge protector for 5-10 minutes, wall power outlet switch still on.

What could be the the problems? i just bought it in Jan19.

PC Spec as follow;
Ryzen 5 2600
Asus B450-F
16GB Ram
SAPPHIRE rx580 8g
CM MWE Gold 650W

Encountered Complicated PC Problems

Here is my problems and appreciate if someone can advice which hardware causing the problem.

The screen was off (monitor light still one) while playing games for a minute then BSOD.

BSOD info as follow;

This was probably caused by the following module: atikmpag.sys (atikmpag+0x106A8)

I then proceed to reset the system but encounter another problem which the system fail to POST. The fan spins and stops repeatedly together with the GPU and case fan led.

after few tries with on and off the power outlet it works again.

then another problem occurred which the mobo bios has corrupted but since my Gigabyte mobo has dual bios it manage to recover and boot into window.

The problem will repeat if i play some heavy games such as farcry 3 and spell force 3. however i still can use the PC casually including video/audio streaming, and play some light games such as shatter and splatter.

Myvi 1.3 or 1.5

My friend keep telling me to get 1.5 because more stable, power and save fuel than 1.3

But I prefer 1.3 because most of the time i travel alone, no going out station, weekly mileage approx~50km.

feel like underused if i get the 1.5

Computer Screen Visual Artifacts

The story is like this. Firstly, my computer screen suddenly freeze and turned black while playing games, and Ctrl+Alt+Del doesn't work at all. So I proceed to hard reset, but after the window loading screen, the screen turned black again. Desktop cannot be loaded. Then, I boot into safe mode with success, but the screen displayed visual artifact, which is vertical & horizontal green line.

What seems to be the problems here? GPU, PSU, SLOT???

RAM Installation Problem

I have 2 Corsair DDR3 RAMS, one 4GB and another newly bought 8GB. Both are the same specs which are CMV4GX3M1A1600C11 & CMV8GX3M1A1600C11.
Both runs fine individually, but if I run both of them concurrently, which is installed them in both slots, the PC fail to start or generate beep sounds if I swap slot. Although the GPU & CPU fans are running.
