Late housing delivery, developer ignore LAD

Hello, I have bought a property in Ipoh dated on 25 Jan 2015 in S&P. Currently, received a letter from developer key is ready to collect. But they have late delivery for 1 year. I have submitted a letter to management to demand a LAD from them. The developer Keris in Ipoh keep delay the claim and person in charge always in meeting, can't arrange for a meeting. I got no feedbacks from them at all. What are the steps should I take to get their awareness? I read someone articles said the effective way is to lodge a report in housing ministry in putrajaya. Property I bought is in Ipoh and the developer in Ipoh too.
