Which broadband offer best speed after limit?

Simple Q:
Which broadband offer best speed after you finish using all of the bandwidth?
I know i need to buy larger bandwidth plan or migrate to streamyx is the solution or other wimax solution.
I know that i need to purchase extra GB bandwidth in order to continue enjoying fast internet.
THAT i already know.

We know that when we use up all the bandwidth allocation, for example, Im using Maxis 3G (In Kuching Sarawak Area) lite plan (1.5 GB). We always exceed the bandwidth limit.

If using after exceeding the limit, you will be capped to certain slow speed (128kb/s~). Just want to know, did anyone measure their speed after their line being capped?

The point/objective of this question, did anyone know what carrier/mobile networks in Malaysia or Kuching (3G/HSDPA) offers the best fastest speed after being capped? Which line/network, capped speed is the fastest?

Celcom 3G? Maxis? Digi? u-mobile?

Phoenix TrustedCore Bios password Reset (Aspire)

Its Aspire 4315. And bios password-locked.

Im fixing my cousin's laptop. He can't fix it by himself so he bring it to me. His windows now is corrupted, and im trying to get into the bios to set the computer boot from CDROM, and changing the IDE setting (so no need to use sata driver). So that i can reinstall the windows.

I already ripped off the laptop, pop out the cmos battery, for as long as i can, and put it back, and turn on the laptop, the bios password is still there.

Dont bother to tell me to use 'backdoor password' - i already done that, and i already know google existence and i already use it. but no luck. Anyone have the solution will be appreciated..

Thanks in advance.
