So is it time to declare my mobo DOA yet?

So is my motherboard busted?

Everything's new.
Connected everything.
Turned on PSU, powered up the system. Nothing. No LED on the mobo. Fan doesn't spin. Like something's dead.
Put PSU in old rig. Worked fine.
Removed RAM. powered up system. no beeps, no nothing.
No clicking sound from PSU.
Attempted to power up using test pen, not casing powerswitch. Still no go.
Checked processor for bent pins. nothing.

Is it time to pronounce my mobo DOA?
Could it be something else I'm overlooking?
It's my first time with gigabyte mobos. any old-timers know any tricks up their sleeves?

Shift work Terms and conditions?

Hi, would just like to ask for some enlightenment on this situation, if anyone out there is well-versed in the labour laws, please do comment!

I work in a company that provides phone support for overseas customers, which means we operate 24hours. Instead of having the regular 3 or 4 shifts that are usually implemented in shift-based companies, we have at least 20 different shift schedules. And instead of having the same shift time for a week or 2 weeks, then changing schedules, our shift schedule can (and more often than not does) change daily.

Example of one person's schedule:
Monday : 1.00am - 10.30am
Tuesday : 12.30am - 11.00am
Wed. : 3.00am - 12:30pm
Thurs: 11.00pm - 8.30am
Fri: Off
Sat: 12.00am - 10.30am
Sun: Off

In this situation, notice how the shift changes irregularly. On Friday, for example, although the person is supposedly scheduled to be off, he only finishes work for the previous day on Friday morning. And starts work at midnight Saturday (or in other words, Friday late night). Which means a supposedly off day is only for 16 hours.

Is this even legal?
Do we have any rights to fight against this kind of scheduling?
The company blames us for low productivity, when it's obvious that this kind of scheduling is what is running the staff haggard. Turnover is extremely high, but for some of us who (surprisingly) do enjoy working here, we would like to know if there is anything that can be done.

Would really appreciate any sort of feedback from anyone well-versed in this issue.Thanks in advance.
