Building a gaming rig (3k)

Salutations,

I seek help in building a new rig. Starting from the ground up. I will need everything including a monitor and an optical drive. Budget's about 3k. Games I play include the upcoming Guild Wars 2, Skyrim, Diablo 3, LoL, MW3 etc. I don't need games to run on ultra but they should at least be at high settings. Rig should also have a life span of 1-2 year(s) before it needs an upgrade.

Is this a lot to ask for 3k? Please do comment. I know almost close to nothing here so excuse me. :/

Screen flickers when trying to boot.

i'll keep it short, basically what happened was at about 6 pm yesterday there was thunderstorm, i sorta panicked and plugged out my laptop that was turned on without properly shutting down. when the rain cleared off i tried to turn on, i could hear the windows startup music and the screen just started to flicker. it didn't prompt me for my password.

so the right thing to do is i would run system restore with safe mode, unfortunately it says that there's no saved system restoration files. i've tried running disk cleanup and it still wouldn't work. :/ i'm not sure what to do now. my last resort would be to reinstall windows, but i wanna try to avoid that. anyone have ideas in helping me rectify my problem?

i don't know if providing the specs would help, but if i'm not mistaken i have a i5 460-m processor, 1 GB ATI Radeon 5470, 4 GB RAM.
