pc keep rebooting endlessly

I currently build my own pc and thankfully, it runs on the first time i boot it up..even manage to install and play battlefield 3 and portal 2 without any problem at all..
then, after shutting it down and turning it on the 2nd time, it won't boot.

when i switch on, the GPU fan, CPU fan and chassis fan only "pusing" about 1-2 second. it can't even reach the BIOS.. i don't know what's happening. can somebody help me solve this problem
