Does installing a turbo kit/mod on a stock car improves fuel economy?

Debating questions I got from both sides of the end users and workshops.

1 says it will use more fuel because of the extra force induced air, the other says that additional torque/power means less on the gas pedal.

1 says it will only saves fuel because of the extra torque/HP gain from a turbocharger is compensating for a lighter unpowered engine in weight.

..and the debates continued,

Any Sifu here who can enlighten us if it does improve fuel economy?
