wild dogs (need help! )

lately there are too many stray dogs in my neighbourhood.. i noticed this since after raya; this year..im pretty sure that these dogs unowned.. they keep barking every night (im not pretty sure what kind of dogs is it; it just like dogs used by police to find drugs if i not mistaken).. just that i noticed, around 1 am, there are about 10 to 15 dogs in front of my house barking at cats (since there are several of my neighbours have cats as their pets)until 5 am..just two days before, i saw these dogs are 'torturing' a cat until death..then these dogs just go away!!( i know tht it is natural insticnt~~)..and i also feel unsafe ab8t it... is there any department@ngo tht can handle these kind of thing??? seriously these situation are creeping me out!! once, i try to chase away thse dogs by firing them with water through a hose.. but now it seems doesnt work anymore.. any suggestion???
