SCB charge admin fees for buying DELL Computers?

I bought a dell pc last month via dell website and it cost RM2199.

Official receipt from dell also stated RM2199.

I pay with my Standard Chartered bank credit card. And when the monthly statement arrived and noticed that the bank charged me RM2216.59 for that transaction.

I immediately contact SCB complaining that they overcharged me. But the bank reply "Please be advised that there will be an additional charge of up to 1% for overseas transaction or transaction initiated by an overseas merchant."

Damn! I never faced this before with my other bank cards. If the transaction is in other currency I am aware that it will follow the day currency exchange rate. But in this case the transaction was in RM, whats more dell official receipt is printed RM2199. But I have to pay admin charges to the bank for buying something from oversea merchant in malaysia currency without any notice.

Does anybody here had the same incident?
