Need help on advise for mental disability

guys need help on this. Does anyone has experience mental disable family members here? what to do with them?
My wife has this little sis and she's been an OKU since small. I heard from my wife she got cheated by a guy (in relationship) and things went down south. I mean like real bad. Until to the point she is unable to recognize her parents, labeled them as murderers and threaten to kill them with kitchen knifes. parents are unable to do anything because they super care for their daughter (understand la) so they just play along with her that they are the caring neighbors auntie uncle. So pity them la....

what can I do ? should I call the civil defense 999 if anything (bad) happens? or does the government hospital provide and emergency response if we need one? Any suggestion is appreciated

met this colleague of mine for about 2 weeks. We became very close since (kinda lunch buddies, we shared foods) then cos she sit right next to me, VERY CLOSE (its like 1 feet away only). she was just a normal gal when i joined the company, nothing interest me seriously.

we are the only Chinese in our dept. so sometimes she would speak mandarin to me and we share many topics in common. we often signal each other with subtle action and giggled away silently if there's something funny happen in the dept. well you could call is our special personal world only both of us knows....

so yeah now i admit that i developed feelings for her, i mean who wouldn't? I am perfectly a normal guy after all.

and so i tried to ask her out on date ( Openly admit that i would like to date her ) she reject me with a straight face with reason "busy wor". then i tried again well... can I get a chance tmr maaaaybe? ..... same response "nope bz, sorry"

yeah that's basically - she is not interested in me I get it. time to move on~! HELLO! wake up! *facepalm me-self*
i was semi heard broken.... and had a long thought about it. fark it! i'm going to let it go and forget her! Get on with my job! that's my determination

but then the weird thing comes- next working day:

she keeps being very i mean VERY friendly with me. to the point with body nudging and sitting very close to each other. I mean I am being very distant to her already - (totally ignoring her, not talking, focusing on my work, forgetting her existence)
and yet she still TRYING strike up conversation with me like pretending nothing has happen. she keeps on trying with:

- "wei~ why just now walk by didn't notice me, huh?"
- "awww i can't wear my new dress for next month wedding dinner, what should i do now? teach me to be slim pls"
- asking advise on how to be slim
- wei can help me fix my home pc?
- my phone canot change ringtone la, u have any idea?
- "wei wei wei what is that you are reading?"
- *peeking and smiling at me while I eating roti*
- *tries to look at my pc screen see what am i up to*
- asking for advise in email software /grammar correction etc
- butt-into my song listening session and say she knows that song from which k-drama movie

dafuq does she wants!!???? seriously! one part shows she is not into me and then doing things like that?? man I am in loop now.

there are few more cases:

when i ask for her phone # she gave me willingly and asked me to miss call her back so she could get mine too. the very same day I sms her with a casual chat nothing too flirty:
"hey what's your full name in chinese? didn't catch it..."
(no reply) - TOTALLY IGNORED nvm........ NEXT!

Called up to inform her next day our manager will test her on our company new product. Remember to study the materials which (I personally prepared for her) so she won't get scold again.
(didn't pickup phone) called only once that's it because I had a feeling she will TOTALLY IGNORED it and i was right on! the next day at work she didn't mentioned/asked about the miss call from me at all! WTF!

and yet she STILL being VERYYYY friendlyyyy'ish with me. seriously this is pushing my patience to the LIMITS.

please guys & gals..... advise please is she playing me or what??

Extra infos:
- she likes cosplay. especially those girls dress up as a "pretty" guy.
- she sometimes talks & behave like a guy and the when she panics or find something cute/interesting she will turn very girl'ish (very cute lah! I melted haha) *sigh*.....

we are officially a couple now!
now very happy till can't sleep lolz

i just wanna thanks all you guys(& gals) here. you all have been a great friends....really appreciated all the suggestions, advised, criticism good / bad/ happy / sad... i guess all these makes us being a "human"... to experience all these is truly a blessing.

my wish goes to everybody here a very loving life. please do not give up! open our hearts and look at this world positively no matter what... look hard enough and we will definitely find the happiness we yearn for...
