Power Supply Unit

hey guys, I'm facing a problem with my power supply since yesterday.

The fan sound is louder (as in the fan is spinning faster) but I don't feel any air coming out the back of my desktop rig. (usual is much quieter and can feel the air outake from the back) and my system temperature seems to be higher now.

So is that a sign my psu is gonna ko soon?

Okay Hi.

My friend is interested in building a budgeted server.

ATM he needs. (tower/rig only)

1. Something simple with not so crappy processor and mobo.
2. Mobo should have the GFX slot.
3. Doesn't need the GFX card now (exclude) but must be able to in future.
4. Doesn't need Blu Ray/DVD drive (exclude) but must be able to in future.
5. He wants to use it as a server now, and maybe in the future as a Home Entertainment System that is able to watch HD/High Resolution/Blu Ray Movies.

and his budget is something around RM 1k. + -

So can anyone suggest/share/recommend something. Thanks.

Rig/Desktop Recommendation/Your Opinion

So Okay... this 1 shop was selling desktop packages and I was attracted by this 1 package and I'm not sure if it's worth it or not.. but I think it is.. So I need your opinion and here's the specs.

Intel Core i3 530 (2.93GHz, 2.5GT DMI, 4M L3 cache)
Gigabyte H55M-S2H Motherboard
Intel H55 Processor Integrated Graphic
Mach Xtreme Copper Series DDR3 3GB 1333Mhz CL9
Western Digital 640GB 64MB SATA Hard Disk ( Ithink it's 64MB)
LG 22x SATA DVD Writer
E-Supercase Mid Tower Casing with power supply
(free mouse, keyboard and speakers)

RM 1,302 ( weird figure ) Without monitor.. Rig only

+ RM 339 for Phillips 191E1 18.5" LCD

RM1641 for both.

So is it worth it? My usage is basically Photoshop, Flash, adobe premier, light gaming (StarCraft 2, StarCraft, Dota, Fear 2, L4D2, Resident Evil 5, COD 4,5)... I don't mind if can't play high performance and other usual stuffs/usage.

Is there any problems with this build/disadvantages/ just voice your opinion..

If there is any other suggestion/opinion... my Max budget is the amount above
